My very quick synergy list (I really can't be bothered going through all the leaders) is: Voidsingers. Russia, Khmer and any faith based civ tbh. 20% of faith being turned into science and culture is quite frankly disgusting when playing a faith based civ. It turns Khmer and Russia into powerhouses that can not be stopped.Make sure you place your holy sites next to a river, as it benefits you a lot. As Khmer, you almost always want to take river goddess, so that is one of the reasons why holy sites next to rivers are a priority. I even pick that pantheon over religious settlements, and so do a lot of players.
